El precio del transporte marítimo se triplica y no volverá al nivel pre-Covid
El coste de transportar en barco un contenedor (flete) se ha triplicado desde que se levantó el confinamiento extremo en Europa y, pese a la crisis, el mercado descarta volver a ver en mucho tiempo los bajos precios que ayudaron a la recuperación de la economía y el comercio internacional tras el crac del 2009, lo que terminará dando un empujón a la inflación.
Según el índice de Shanghái (SCFI), el flete ronda los 2.900 dólares para los contenedores de veinte pies (TEUS), lo que supone casi el triple de los 1.000 dólares registrados en la primera semana de enero de 2020 y 3,6 veces más que el mínimo de 800 dólares de mediados de abril del año pasado cuando, en plena cierre de la economía de occidente, las navieras empezaron a parar buques. El contenedor de cuarenta pies, de referencia en EEUU, ronda los 5.200 dólares frente a los 1.800 dólares de principios del año pasado.

Tras una escalada sostenida desde junio, los índices llevan estabilizados prácticamente desde Nochebuena, dejando muy lejos la horquilla de entre los 450 y los 1.100 dólares por contenedor TEU registrados entre 2015 y principios de 2020 y poniendo punto y aparte a una era de bajos precios que impulsó el transporte por barco, menos contaminantes en cuanto a emisiones de CO2, y las importaciones, principalmente desde Asia, que se consolidó como la fábrica de Europa y EEUU.

Llevan unas semanas estabilizados y aunque se espera un descenso tras el Año Nuevo chino (12 de febrero) por la mayor la capacidad, no retornarán nunca los precios bajos», explica Nuria Lacaci, secretaria general de la Asociación de Cargadores de España, que ve cómo crecen las trabas para dedicarse a la importación y exportación desde que estalló el coronavirus.

Fuentes del sector portuario coinciden en señalar que «no tiene pinta de que los precios de los fletes vayan caer a medio plazo porque hay un exceso de stock en China que tiene que salir y falta capacidad. Hay un cuello de botella en origen y destino». Estas mismas fuentes explican que, además de los contenedores, también está subiendo el coste de transportar por vía marítima graneles sólidos (cereales, grano…) por la fuerte concentración de la demanda en China. Aunque el precio de los graneleros tiene un comportamiento más volátil que el SCFI, entre finales mayo y la primera semana de julio, el coste se cuadruplicó pasando de los 477 dólares al máximo de 1.956 dólares, récord que se batió el seis de octubre al llegar a los 2.097 dólares. En lo que va de 2021, el Baltic Dry Index, el índice de los fletes marítimos de carga a granel seca, se ha moderado a los 1.339 dólares, lo que implica que está en el rango bajo de la nueva normalidad de precios, que oscila entre los 1.150 y los 2.000 dólares desde el final de la primera ola.

Fuentes portuarias explican que el incremento de los precios responde a un fuerte alza de la demanda de graneles sólidos a China. El gigante asiático cerró en febrero perdiendo grandes contratos de cereales y granos, lo que supuso una oportunidad para Europa. Una vez reabrió las puertas comerciales al mundo, el gigante asiático hizo rebajas para recuperar a los clientes y ofreció precios estable durante tres o cinco años, cuando lo normal es cerrar acuerdos por 18 meses.
Así, ha ganado muchos contratos a muy largo plazo que tiene que ser capaz de servir al mundo, lo que ha llevado a las empresas china a concentrar la capacidad llegando a pagar a los buques para regresen vacíos, dejando a Europa y América sin espacio para mover mercancías. «La capacidad se ha concentrado en China y los retornos los hacen en vacío. Lo normal antes de la pandemia es que cuando buque llegaba a Europa y descargaba en Algeciras o Valencia dieran vueltas para ir recogiendo carga y volver a China lleno, haciendo escalas. Ahora regresan pitando a Asia», explican fuentes portuarias y de los cargadores.
En los contenedores ha pasado lo mismo, ya que ha habido un fuerte aumento de la demanda por el comercio online, que en gran parte viene directamente de China y ha subido más de un 20%. Lacaci señala, a su vez, que hay falta de contenedores en el mercado para cubrir toda la demanda y que durante muchos meses las navieras redujeron capacidad, impactando en el tráfico internacional de mercancías e inflando los precios.

En la recta final del año, se volvió a poner toda la capacidad en el mercado, hecho que se ha notado en que, por ejemplo, el tráfico de contenedores en tránsito en los puertos españoles ha subido en noviembre y diciembre, cerrando el año con un leve descenso del -0,29% , y que las importaciones españolas vía marítima desde China y Hong Kong han subido por primera vez en noviembre con respecto al mismo mes de 2019, tanto en toneladas como en millones de euros. El tráfico de contenedores en España en importación-exportación también ha subido en diciembre (un 6%) aunque en el año acumula un descenso del 8,13%, siendo los puertos pequeños los más afectados. Por su parte, los graneles sólidos no han levantado cabeza y han cerrado el año con una caída del 15% siendo Valencia y Ferrol los más dañados.
Congestión en 2021
El aumento de la capacidad todavía no se ha notado en la actividad, ya que sigue habiendo problemas de espacio y precios altos. Según recoge la consultora BDP, la demanda con origen y destino Asia Pacífico ha «excedido la capacidad disponible» y es imposible conseguir hueco en los buques antes de marzo. Así, la firma recomienda reservar capacidad con cinco o seis semanas para garantizar espacio en las embarcaciones si se quiere llevar un producto de Europa a Asia. En sentido inverso, de Asia a Europa, BDP recuerda que «el espacio es muy limitado» por que recomienda pre reservar con entre seis y ocho semanas. Preaviso al que hay que sumar las tres-cuatro semanas que tarda el buque en llegar a Europa.

También hay problemas de capacidad en las rutas entre Europa y América del Norte y Latinoamérica, donde se recomienda reservar con más de un mes, y entre el Nuevo Continente y Asia, donde no hay suficientes buques. Pero, donde verdaderamente se están notando la necesidad de Asia de acaparar capacidad es en Oriente Medio, Turquía y África, donde las navieras con destino el sudeste asiático y los principales puertos chinos no aceptan carga. «Las navieras están colocando contenedores vacíos. Algunos transportes no aceptan reservas para el lejano oriente y sólo llenan la capacidad con un posicionamiento vacío», explica BDP sobre la situación de las rutas con origen Oriente Medio y Turquía y destino China.

Desde Mærsk, líder global en transporte marítimo, ven este alza de los precios de los fletes como algo natural. «La razón por la que las tarifas de flete han aumentado tan dramáticamente es simplemente porque ha habido más demanda que oferta», aseguran desde la empresa en declaraciones a Bloomberg. En este punto, la firma danesa, también señala a las interrupciones comerciales por la pandemia como una de las causas del alza de los precios, interrupciones que esperan que empiecen a relajarse tras el primer trimestre 2021. Asimismo, la consultora BDP International espera que se relajen las tensiones de capacidad en el comercio marítimo a partir de marzo o abril por un aumento de los contenedores.
Aunque se espera una mejora de la capacidad y reducción de los tiempos, no se prevén fuertes correcciones de los precios de los fletes, una oportunidad que están aprovechando las navieras españolas y las más pequeñas para hacerse un hueco en las rutas intraeuropeas o con el Norte de África, ya que ofrecen precios más bajos que las grandes navieras. Eso si, capacidad está tan concentrada en pocos actores que no tiene reflejo mundial.
